That was the length of time Hungarian border guard Lt. Col. Arpad Bella took to have his men stand aside and allow hundreds of East Germans to cross into Austria and freedom.
The border was to open briefly to allow a Hungarian delegation to cross for a 'Pan-European Picnic' with an Austrian delegation to promote friendship and celebrate Soviet leader Mikhail Gorbachev's new policy of glasnost, or openness."
