Hungary has suffered from years of government mismanagement, corruption and chronic deficit spending that predates Mr. Orban’s election in 2010. But he has hardly reassured investors, as he pursued an erratic economic vision that Zoltan Pogatsa, a professor of economics at the University of West Hungary in Sopron, describes as a bizarre combination of tax breaks for the rich combined with populist moves, like an increase in the minimum wage.
